NIH Ends Future Funding to Study the Health Effects of Climate Change:

It’s unclear whether the guidance will impact active grants, but it appears to halt opportunities for future studies. One climate health expert said the directive would have a “devastating” impact on much-needed research.

In a Dec. report, the NIH listed numerous climate change and health projects it was funding, including research to examine the health impacts of the Maui wildfires and to develop models to predict dengue virus transmission by mosquitos. The Trump administration has since pulled the report offline.

Misleadingly Named ‘Pet and Livestock Protection Act’ Ignores Science, Subverts Courts

The House of Representatives Committee on Natural Resources on Wednesday is expected to take up the misleadingly named “Pet and Livestock Protection Act” which if enacted would delist gray wolves in the Lower 48 from the Endangered Species Act. Introduced by Rep. Lauren Boebert (R-CO), the bill would also eliminate the ability to challenge the delisting in court.

“This bill does not really protect pets and livestock; instead, it harms wolves and ignores both science and the courts which have repeatedly affirmed that wolves need federal protections to have a chance at recovery in the Lower 48,” said Ellen Richmond, senior attorney at Defenders of Wildlife. “We denounce this bill in the strongest terms possible and are dismayed that our elected officials are playing political football with one of the country’s most beloved animals.”

In 2017, during the first Trump administration, the U.S. Fish and Wildlife Service finalized a rule completely stripping gray wolves in the Lower 48 of ESA protections, alleging that the species had successfully recovered, despite the lack of scientific evidence supporting that decision. In response, Defenders and allies went to court to fight the decision. In February 2022, a judge sided with Defenders and ESA protections for the gray wolf were restored.

In contrast to what the bill’s title suggests, more livestock are lost to weather than to wolves each year. Non-lethal deterrent tools have a proven track record of keeping wolves away from livestock and pets when implemented correctly. Defenders works with livestock producers throughout regions that are home to wolves to implement a wide variety of non-lethal deterrent tools to protect livestock and pets.

America’s small streams and wetlands not only provide fish and wildlife habitat, but also naturally filter pollutants out of the water many of us drink, protect communities from the worst impacts of floods, and help provide relief from drought along with barriers from wildfires.

The Environmental Protection Agency just announced plans to further weaken federal protections for wetlands and streams across the country. This move puts the interests of polluting industries and developers ahead of the safety of our nation’s drinking water and healthy habitats for wildlife like great blue herons. Please speak out today by submitting a comment calling for the strengthening—not weakening—of protections for America’s wetlands and streams.

In a statement, Lee Zeldin, Administrator of the E.P.A. suggested that environmental justice — which the agency defined in 2013 as “the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income” with respect to environmental laws — was tantamount to discrimination.

“President Trump was elected with a mandate from the American people,” Mr. Zeldin said. “Part of this mandate includes the elimination of forced discrimination programs.”

The decision comes after Mr. Zeldin canceled hundreds of grants this week, many of them designated for environmental justice.

The Trump administration intends to eliminate Environmental Protection Agency offices responsible for addressing the disproportionately high levels of pollution facing poor communities, according to a memo from Lee Zeldin, the agency administrator.

In the internal memo, viewed by The New York Times, Mr. Zeldin informed agency leaders that he was directing “the reorganization and elimination” of the offices of environmental justice at all 10 E.P.A. regional offices as well as the one in Washington.

Mr. Zeldin’s move effectively ends three decades of work at the E.P.A. to try to ease the pollution that burdens poor and minority communities, which are frequently located near highways, power plants, industrial plants and other polluting facilities. Studies have shown that people who live in those communities have higher rates of asthma, heart disease and other health problems, compared with the national average.

The Trump administration is working to severely weaken the Endangered Species Act by attempting to redefine the word "harm" in the Act.

Currently, “harm” is defined to include “significant habitat modification or degradation.” But by redefining the word in the Act, the Trump administration could open the floodgates to habitat destruction — which is the primary cause of extinction.

To be very clear: Weakening the definition of harm would cut the heart out of the Endangered Species Act and be a death sentence for plants and animals on the brink of extinction. We can't let that happen.

 

This proposed rule change is an extinction strategy masquerading as legal precision.

In its latest push to weaken environmental protections, the Trump administration has proposed rewriting the definition of “harm” under the Endangered Species Act. If finalized, this change would effectively gut one of the most vital mechanisms we have for protecting endangered species, the ability to defend the places they need to live.

Under the Act, it's long been understood that you don’t need to shoot a wolf to harm it, destroying its den or cutting down its feeding grounds does the job just as well. That understanding has kept over 1,700 species from disappearing since 1973. But now, Trump’s regulators want to change all that. They’re arguing, in essence, that unless you personally strangle a prairie chicken, you're free to pave over its last viable mating ground.

The inspiration for this shift? A decades-old dissenting opinion from the late Justice Antonin Scalia, who believed “harm” should only mean direct and intentional injury to an individual animal. Not habitat loss. Not environmental degradation. Not extinction by slow starvation.

It’s legal nihilism dressed in the robes of originalism, and it reveals just how badly the regulatory system is rigged.

Agencies like the Federal Energy Regulatory Commission don’t work the way most people think they do. FERC isn’t a neutral referee, it doesn’t exist to deny permits, it’s mission is to grant permits, but with conditions. It's a revolving door operation where fossil fuel executives trade chairs with regulators, and pipeline approvals are all but guaranteed. Its budget is funded almost entirely through fees collected from the energy companies it oversees, making it less a watchdog and more a concierge. This is by design, it’s institutional capture. And the decisions it makes don’t just shape our grid, they bulldoze ecosystems, displace communities, and greenlight destruction under the illusion of procedural legitimacy.

Worse, many of the rules they enforce were written with heavy input, or outright authorship, from corporate lawyers, industry coalitions, and lobbyists. The fox not only guards the henhouse, it helped design the blueprint, budget the wiring, and draft the fire code.

And once a company gets a permit to pollute, whether it’s to discharge waste into a river, clear-cut a forest, or inject toxic chemicals into the soil, that same permit becomes a legal shield. It doesn’t matter that people get sick. It doesn’t matter that species vanish. As long as the paperwork is in order, the harm is considered lawful.

It’s systemic indemnification.

And here's the part we have to confront honestly, even if Trump were out of office tomorrow, it’s unlikely the damage already done to our institutions by DOGE would simply snap back to sanity. If all the consumer protection agencies and environmental protection agencies can be dismantled so easily, so surgically, by the flick of a pen, and the whim of a self-serving billionaire, then maybe it wasn’t stable to begin with.

Maybe the goal shouldn’t be restoration, but reinvention.

One form of reinvention begins with a different question, not what corporations are allowed to take, and how much they are allowed to pollute, but what the Earth has the right to keep.

Rights of nature, if built into our constitution, flips the legal paradigm. It recognizes that rivers, forests, wetlands, and species are not property, but living entities with the right to exist, flourish, and naturally evolve. It says that harm cannot be legalized through paperwork. That life itself is a right, not just for us, but for the ecosystems we’re part of and depend upon.

And if that idea sounds radical, consider what’s already become normalized: issuing permits for extinction. Calling it progress. Pretending it’s anything but what it is, genocide by red tape.

The public comment period for the proposed rule change redefining "harm" under the Endangered Species Act is open until Monday, May 19, 2025.

As part of a push to roll back dozens of environmental regulations, the Trump administration is offering coal-fired power plants and other industrial polluters a chance for exemptions from requirements to reduce emissions of toxic chemicals such as mercury, arsenic and benzene.
The Environmental Protection Agency has set up an electronic mailbox to allow regulated companies to request a presidential exemption under the Clean Air Act to a host of Biden-era rules.

The Trump administration unveiled emergency permitting procedures to fast-track oil, gas and mining projects on public lands—sharply curtailing public participation and environmental review.

“By skipping over the public, science and impact analysis, the administration skips over threats to our wildlife, water and cultural resources. Tuesday April 22nd, marked Earth Day, which began in 1970 as a day of education about the environment and conservation.

Last year was the hottest on record, and carbon emissions — which significantly contributed to that warming — are also hitting records. President Donald Trump and his administration argue that the high carbon emission levels are not a problem and that trying to address it hurts the nation economically.

While the president's actions to freeze billions in climate and clean energy project funding is tied up in legal challenges, environmentalists are sounding the alarm. @WmBrangham interviews one of them — Bill McKibben.

Environmental and Science Groups Sue Trump Admin for Deleting Environmental Justice and Climate Information From Federal Agency Websites

With all the talk of DOGE, wasteful spending and oh my where will the money have to come from, and THIS IS WHAT MONEY WILL BE WASTED ON? NOT VETERANS, HOMELESS, HUNGRY KIDS, ETC... Pathetic

 

It's generally understood that the Trump administration's EPA rolled back regulations on air, water, wildlife, and toxic chemicals, and the text suggests that this could result in a loss of around 200,000 deaths over 25 years due to the resulting increased pollution. 

Elaboration:

The Trump administration, led by former EPA administrator Lee Zeldin, made numerous changes to environmental regulations, including those related to carbon emissions, mercury emissions, and air quality standards. 

  • Health Impacts:

    .

  • These rollbacks could lead to increased pollution, ultimately causing more instances of respiratory illnesses like asthma, heart problems, and other health issues. 

  • Potential for 200,000 Deaths:

  • The EPA itself projected that these rollbacks could lead to around 200,000 premature deaths over the next 25 years, a figure that has been cited by environmental groups and news outlets. 

  • Revisions to Various Regulations:

  • The EPA has announced it will reconsider or repeal several existing regulations. For example, they plan to revisit the "Waters of the United States" rule, which defines what bodies of water are protected by federal law. 

  • Industry Support:

  • Some industry groups have supported the rollbacks, arguing that they will reduce the burden of regulations on businesses.

Last week, a confidential source told us that NOAA’s entire Habitat Conservation program is being zeroed out effective May 10. Every region. Every employee. Gone. And they weren’t even supposed to know until just days before the severance window closed. Coordinated resignations have followed, including our source’s spouse and counterparts. But the axe didn’t stop there.

We’ve now confirmed that the International Fisheries Program is among the NOAA initiatives facing significant budget reductions. While specific details about this program's cuts are limited, broader reports indicate that several of NOAA's fisheries and ocean-related branches are subject to substantial funding decreases.

Additionally, NOAA employees are being identified for potential reclassification under the reinstated Schedule F, now referred to as "Schedule Policy/Career." This reclassification aims to convert certain federal positions into at-will roles, thereby removing traditional civil service protections. The Office of Personnel Management estimates that approximately 50,000 federal employees could be affected by this change.

The Social Security Administration (SSA) is also undergoing similar evaluations, with plans to reclassify entire offices under the new Schedule F designation. Notably, this initiative targets policy-related positions, including those held by employees earning as little as $40,000 annually.

And now, thanks to The Guardian, we have the panoramic view of the devastation. NOAA employees describe a “non-science trajectory” imposed from the top down, with climate centers going dark, data services decommissioned, and scientists purged en masse. Fourteen NOAA information platforms tracking earthquakes, marine science, and estuary health are slated for shutdown. Offices are closing and contracts over $100,000 must now be approved by Trump’s handpicked enforcer at the Department of Commerce, Howard Lutnick.

In one of the cruelest details: more than 800 probationary NOAA employees were fired, briefly reinstated, then re-fired, some with their health insurance backdated out of existence even as premiums were deducted from their final paychecks. Meanwhile, DOGE staffers like Bryton Shang and Erik Noble, Trump’s “eyes and ears”, have taken over internal reviews and contract decisions. These are the same operatives who think marine policy starts with a Sharpie and ends with a press release.

For those on the inside, morale is collapsing. One molecular geneticist resigned rather than be forcibly relocated in violation of a union contract. Another longtime NOAA scientist said, “The problems are still there… but we fired all the people trying to solve them.”

This is erasure. A deliberate gutting of our environmental defense systems at the very moment they are most needed. And it’s all happening under the same political blueprint, Project 2025, that labeled NOAA a threat and promised to “break it up.”

NOAA’s work doesn’t just protect fish. It protects food systems, disaster preparation, and public health, clean air and potable water. When NOAA dies, parts of civil society die with it.

And they are just letting it burn.

Urge your legislators to OPPOSE weakening the ESA!

Congress is considering legislation that would eviscerate the Endangered Species Act – 

contact your legislators TODAY to tell them you oppose this massive betrayal of threatened and endangered species!

 

Of greatest concern is H.R. 1897, a bill that would drastically rewrite the ESA and which could receive a House vote later this spring. And the Senate is considering whether to include provisions from this bill as part of legislative packages it is developing. Rep. Bruce Westerman’s (R-Ark.) so-called ESA Amendments Act would be more aptly called the Extinction Act, as that’s just what it would do – drive species already on the brink of extinction over the edge. Here are just a few things the Extinction Act would do:

 

  • Politics, not science, would decide which species live or die;

  • Critical animal habitat would be exploited and ruined without checks and balances;

  • Animals in need of critical protections under the ESA would wait as long as 10 years before receiving help, while other vulnerable animals’ protections would be fast-tracked for removal!

This bill would throw gasoline on the raging fire that is our country’s extinction crisis. The ESA is 99% effective at saving animals from extinction, and some of our most beloved wildlife, like bald eagles, the black footed ferret and Red Wolves are only here today because of the ESA.

 

Westerman’s attempt to “modernize” the ESA would instead destroy everything that makes this bedrock conservation law effective, greatly diminishing efforts to prevent imperiled species from disappearing forever.

 

If the ESA is undermined like some in Congress propose, threatened and endangered animals could go extinct.

Trump  is is bringing back coal mining as RAT cuts health and safety oversight and regulations for the coal miners. More energy is needed for Artificial Intelligence and cryptocurrency, and this, rather than an INTELLIGENT approach is what they’ve chosen. The Felon promised more mining jobs in his first ROT. an important update in the work to protect farmed animals from the dangerous drug ractopamine, used to rapidly grow muscle in cows, pigs, and turkeys that also causes animals’ bodies to suffer tremors, lesions, and deterioration, elevates meat consumers’ heart rates, and pollutes the environment.

After over a decade of government inaction, The Animal Legal Defense Fund, along with coalition partners The Center for Biological Diversity, Center for Food Safety, and Food Animal Concerns Trust, filed a lawsuit against the U.S. Food and Drug Administration (FDA) to respond to our 2012 and 2020 rulemaking petitions, which urged the agency to immediately reduce or eliminate the use of ractopamine on farmed animals. The FDA finally replied, and they denied our petitions. In doing so, the federal agency failed in their responsibility to ensure the safety of humans, animals, and the environment.

But we are not giving up! And we need your help to fight for farmed animals. We are asking the FDA to reconsider their denial of our requests to reduce or eliminate the allowable levels of ractopamine in farmed animals.

With hurricane season beginning in just a few weeks, the U.S. National Weather Service (NWS) is being forced to function with only a percentage of its staff, putting countless American lives at risk.

The reduction in staff at both NWS and NOAA is catastrophic and deprives Americans of access to extreme weather forecasting—and the ability to make informed decisions to protect themselves and their loved ones.

#world: Over 20% of Oceans Darkening

A new study in Global Change Biology reveals that over 20% of the world’s oceans have grown significantly darker between 2003 and 2022. This measurable light loss has caused the ocean’s photic zone, the uppermost layer where sunlight supports photosynthesis, to shrink dramatically. The photic zone serves as a critical layer for 90% of marine species which depend on light for everything from feeding to mating. Reduced light compresses habitats and threatens cascading effects across marine ecosystems, with implications for climate regulation and human livelihoods. While nearshore darkening is often attributed to sediments, agricultural run-off, and nutrient influx from land, researchers believe deeper mechanisms are affecting the open ocean, such as shifts in ocean circulation and ocean warming driven by climate change.

Researchers at Virginia Tech have warned that a powerful 8.0 magnitude earthquake could strike parts of the United States for the first time in more than 300 years, potentially triggering 1,000-foot waves capable of destroying entire communities and rendering them uninhabitable.

The alarming study was published last month in the Proceedings of the National Academy of Sciences.

  • Diverse wildlife populations. Our conservation efforts are targeted at the full range of vulnerable North American biodiversity, from plants to pollinators to predators. While we do not set geographic boundaries on our work, we primarily focus on species of North America, including migratory and transboundary species that move freely across the borders or through the waters of the United States, Mexico and Canada. We recognize that we cannot protect any species without simultaneously protecting the habitats and other species on which it relies.

  • Secure and thriving. We are working for the day when vulnerable North American species rebound to the point that they are secure—no longer threatened with rapid decline or extinction—and thriving in robust, well-distributed populations.

  • Network of healthy lands and waters. Wildlife has the greatest chance of being secure and thriving if it is supported by a transnational network of public and private lands, rivers and coastal waters, core natural areas and working landscapes.

"The Senate voted Thursday to overturn an Environmental Protection Agency rule limiting the seven most hazardous air pollutants emitted by chemical plants, oil refineries and other industrial facilities, reversing one of President Joe Biden’s major environmental regulations.

The 52-46 vote delivers a key victory to major companies and trade groups in the fossil fuel and petrochemical sectors that had lobbied against the regulation. It also marks the first time in the Clean Air Act’s 55-year history that Congress has scaled back protections under the landmark environmental law.

Sen. John Curtis (R-Utah) introduced the resolution under the Congressional Review Act, which allows lawmakers to nullify a regulation within 60 days of its enactment with a simple majority vote. The House is expected to pass the same resolution, and President Donald Trump has signaled he will sign it into law.

The EPA rule dictates that once a facility emits any of the seven toxic air pollutants at unsafe levels, it must always maintain strict pollution controls, even if its emissions later drop to safe levels. Inhaling even small amounts of these pollutants — including mercury, alkylated lead and dioxins — can cause cancer, brain damage and other serious health effects.

Environmentalists have strongly supported the regulation, saying it has protected public health in poor and minority communities that are disproportionately exposed to unhealthy air. But business groups have criticized the rule, saying it has imposed burdensome requirements for companies to monitor, report and reduce their emissions.

According to an analysis by the environmental law firm Earthjustice, the regulation has compelled more than 1,800 facilities nationwide to curb their pollution.

“Repealing this rule would be such a giveaway to corporate polluters,” said Nathan Park, an associate legislative representative at Earthjustice. “These facilities could increase their toxic pollution without any accountability or oversight.”

Jo Banner, co-director and co-founder of the nonprofit Descendants Project, said scrapping the rule could particularly harm her community of St. John the Baptist Parish in Louisiana. The majority-Black parish lies in a stretch of Louisiana known as “Cancer Alley” because of the many industrial facilities there.

Across the Mississippi River from her neighborhood, Banner can sometimes see pollution billowing from an oil refinery and an aluminum plant. Four of her neighbors either are battling cancer or recently recovered from the disease. Though it is nearly impossible to prove the cause of these cases, a robust body of scientific evidence has linked air pollution to an increased risk of numerous types of cancer.

“Any time the wind shifts, all of this pollution is coming over to our community,” Banner said. “This impacts our community first and worst.”

Business groups, however, have assailed the rule as burdensome. The National Association of Manufacturers (NAM), a trade group representing 14,000 companies across the country, has led the charge. In a letter sent to Trump one month after the 2024 election, the group included the rule in a list of regulations that it said were “strangling our economy” and should be reversed.

Chris Phalen, the NAM’s vice president for domestic policy, argued in an interview that despite its intent, the rule has disincentivized companies from curbing their pollution.

“We believe the EPA should be rewarding good behavior by encouraging manufacturers to reduce their emissions, and getting rid of the ‘Once In, Always In’ rule will restore the pathway to a win-win outcome: reduced compliance costs on industry for improved environmental outcomes,” Phalen said.

Curtis, the senator, agreed, saying in a statement: “EPA’s current rule eliminates any incentive for major polluters to deploy new technologies to clean up. It effectively told the worst emitters, ‘Don’t worry about coming into compliance — you will never be reclassified.’ That’s backwards.”

The battle over the rule dates to 1995, when a top EPA air official under President Bill Clinton issued a memo establishing a policy known as “Once In, Always In.” The policy dictated that once a facility is classified as a “major source” of 187 air pollutants, it must always meet strict emissions limits, even if it is later reclassified.

During Trump’s first term, the EPA unofficially ended this policy in 2018 and formally revoked it in 2020. The Biden administration never fully reinstated the Clinton-era memo covering all 187 pollutants, opting instead to target the seven most hazardous pollutants in a rule finalized last year.

While Trump’s EPA could have rolled back the Biden-era rule, that regulatory process could have taken years, whereas lawmakers can act immediately under the Congressional Review Act.

Also Thursday, the House passed another Congressional Review Act resolution that would block California from banning sales of new gasoline-powered cars in the state by 2035. It is unclear whether the Senate will follow suit."
